A Windows Server 2019 CAL (Client Access License) is the licensing component that authorizes a user or device to access core server functions on a Windows Server 2019 deployment, such as file storage, printing, and general network resources. This CAL is distinct from the Windows Server operating system license itself; the server license permits the software to run, while the CAL grants the right for clients to connect to it.
CALs come in two licensing models, and picking the right one depends on how your organization's users and devices are structured. A User CAL is assigned to a specific person and allows that individual to connect from any number of devices, which works well for employees who move between a laptop, a desktop, and a mobile device throughout the day. A Device CAL is tied to a specific piece of hardware and allows any number of users to access the server from that device, which suits shared workstations, shift-based teams, or kiosk-style setups where more people use fewer machines.
It's worth noting that a standard Windows Server CAL only covers basic access to server resources. If your deployment also uses Remote Desktop Services for full desktop or application sessions, you'll need separate RDS CALs in addition to the base CAL, since RDS access is licensed independently.
This CAL type applies to the Standard and Datacenter editions of Windows Server 2019. The Essentials edition works differently, as it uses a per-server license covering up to 25 users and 50 devices without requiring separate CALs. Organizations with more than 25 users or 50 devices are generally better served by Standard or Datacenter editions with appropriately scaled CAL packs.
This licensing model suits IT administrators managing file servers, print servers, and general infrastructure where controlled client access matters for compliance. Activation and tracking of CALs is typically managed through the server's licensing configuration, and organizations are expected to maintain accurate CAL counts to remain compliant during any licensing audit.
Required for server access – Authorizes users or devices to connect to core Windows Server 2019 services.
User or Device licensing modes – Choose the model that best matches your organization's user-to-device ratio.
Separate from RDS CAL – Covers standard access only; Remote Desktop Services requires an additional RDS CAL.
Applies to Standard and Datacenter – Not required for Essentials, which uses a per-server license instead.
Flexible for mixed environments – Domain-joined networks can combine User and Device CALs as needed.
Scales with organization size – Available in various pack sizes to match different team and device counts.
Supports compliance tracking – Helps organizations stay audit-ready with documented client access rights.
One-time license model – Typically sold as a perpetual license rather than a recurring subscription.
