A Windows Server 2025 RDS CAL (Remote Desktop Services Client Access License) is a license that allows a user or device to connect to remote desktop sessions or remote applications hosted on Windows Server 2025. It is not a server operating system license. Instead, it is an add-on license required for each user or device that uses Remote Desktop Services.
Organizations use RDS to centralize desktops and applications on a server, so staff can work from thin clients, home PCs, or other devices. Each connection to an RDS session host needs a valid RDS CAL, which is installed and tracked on a server running the Remote Desktop Licensing role.
RDS CALs come in two types. A User CAL covers one named person, whatever device they connect from. A Device CAL covers one device, whoever uses it. User CALs usually suit staff who work across several devices, while Device CALs suit shared workstations used in shifts.
Keep in mind that RDS CALs work alongside, not instead of, your other licenses. You still need a licensed Windows Server 2025 installation and the standard Windows Server CALs for users or devices accessing the server. The RDS CAL version should also match or exceed the version of the session host server.
On CDKeyCompares, you can compare Windows Server 2025 RDS CAL prices from multiple sellers. Check whether an offer is a User or Device CAL and how many connections it covers, and read why some license prices are lower.
